Dubai hotel rates drop in the deep summer because being outside is hard work. If you will live in malls and cars, those months are when the totals calm down. Winter is when everyone wants the city, and the beach hotels know it.
Downtown and the Marina are not interchangeable. Downtown puts the major sights and a metro connection in one area. The Marina is a pleasant place to stay put. Older districts around the Creek are more interesting on foot and less convenient to the newer attractions.

Heat, fees, and the metro
A nearby beach can be a hot 20-minute walk you will not repeat at noon. Look at metro stations and taxi habits together. Resort fees and tourism fees belong in the total, especially on beach properties.
If you are only in the city for two nights between flights, pay for the area that makes the connection easy. A resort you will not have time to use is a photo, not a plan.
